Run on the primary PHP instance instead of any pooled instance.

Pooled instances see shared paths through a proxy filesystem whose node cache is not invalidated when the primary deletes a file. A job that spans several runs and rewrites its own state files must stay on the primary so every run sees the same filesystem. The run waits for the primary to become free.
